$6M COPS Grant for National Law Enforcement Products and Resources

The COPS Office has opened approximately $6 million in federal funding for organizations capable of developing law enforcement products, resources, training, and tools for national distribution.
This opportunity goes beyond operating a local public-safety program. Applicants must propose a product or resource that can strengthen law enforcement practices across the country.
Eligible products may include training curricula, guidebooks, policy guides, webinars, podcasts, videos, self-assessment tools, interactive websites, checklists, case studies, and evaluations.

FY2026 Community Policing Development: Law Enforcement Products and Resources Program
The program will fund projects that identify promising practices, test innovative strategies, strengthen knowledge about effective law enforcement practices, and support new approaches to preventing crime and promoting safe communities.
Each proposed project must address one of the COPS Office’s designated priority topics.

Total Funding Available: Approximately $6 million
Maximum Award: Up to $500,000
Award Period: 24 months

Detecting and investigating human trafficking
Gang violence enforcement and investigations
Immigration and border security
Child exploitation investigations and intervention
Cybercrime investigations and intervention
Opioid and drug-market investigations
Officer recruitment, hiring, and retention
Domestic terrorism prevention and investigation
Unmanned aerial systems and drones
Vagrancy and squatting
Violent crime enforcement and investigations
Potential Products and Resources
Proposed deliverables may include:
Online or in-person training curricula
Guidebooks and policy guides
Emerging-issues forums
Promising-practices resources
Pilot programs, case studies, or evaluations
Roll-call or short-form videos
Podcasts and webinars
Self-assessment tools
Interactive websites
Implementation checklists
Products must be designed for national distribution and directly support the advancement of community-policing strategies and practices.

This is an opportunity for organizations that have already developed credible expertise, practical methodologies, and field-tested knowledge. A proposal based on an interesting idea alone will not be enough.
Competitive applicants should be able to demonstrate subject-matter authority, law enforcement partnerships, a strong development and distribution strategy, and the internal capacity to produce a nationally relevant resource within the 24-month award period.
