The Bureau of Justice Assistance has opened the FY25 State Criminal Alien Assistance Program, a formula-based reimbursement program designed to offset the costs state and local governments incur when incarcerating undocumented individuals who have been convicted of crimes.


While this program flows directly to state and local government entities rather than nonprofits, established organizations working in criminal justice reform, reentry services, and immigrant community advocacy need to understand how this funding shapes the policy and resource environment their clients navigate.


Government partners who receive SCAAP dollars make decisions about incarceration, reentry, and community supervision that directly affect the populations nonprofit organizations serve. Knowing where the money is and how it moves is part of operating strategically at the $1M+ level.


Grant Breakdown



A formula-based federal reimbursement program that provides funding to states, counties, and localities for correctional officer salary costs associated with incarcerating undocumented individuals who have been convicted of one or more felonies or two or more misdemeanors. Eligible applicants are state and local government entities only.

This is not a competitive grant. Reimbursement amounts are calculated based on the number of qualifying incarcerations reported by the applicant jurisdiction.
